Program Manager

Position:  Program Manager
Location: Maban, Upper Nile State, South Sudan
Reports to: South Sudan Country Director.

Position Summary: The Program Manager, in collaboration with the Country Director, will oversee the implementation of multiple donor-funded projects as well as in-country operational and program management systems.  The position is based in Bunj, Mabaan County of Upper Nile State with regular travel to program sites. Candidate must be able to work in an austere environment and have the capacity and experience to effectively build and develop the project team.  


Position Responsibilities and Duties:

  • Work with the Country Director in the oversight and management of project implementation, including but not limited to staff recruitment, oversight for procurement, HR & Administration, logistics planning and ensuring that appropriate controls are maintained at all levels through vigilant monitoring of project process and impact indicators
  • Strategic direction and overall supervision and successful implementation of the programs
  • Development of work plans and budget management according to project outputs and results
  • Manage multiple teams of expatriate and national staff to complete program goals on time and on budget
  • Monitor all country programs to evaluate activity progress and determine necessary actions to improve achievements.
  • Provide program reports that are timely and meet institutional and donor requirements.
  • Facilitate donor visits to project sites as appropriate.
  • Represent RI at UN cluster meetings as well as other stakeholder meetings in a variety of sectors at State and Field levels.
  • Development and maintenance of strategic relationships with local partners, local authorities and in-country donor representatives
  • Ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc
  • Oversee, build  and / or  refine effective in-country operational and management systems and build the capacity of local staff
  • Maintenance of regular and effective communication with field staff and country office through both verbal and written correspondence
  • Frequent travel to project sites and provide support to team as needed 

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment. 
  • University Degree required, Master’s level preferred in Business Administration, International Development, Community Development or related discipline
  • A minimum of 5 years project management experience in international development and / or relief programming
  • Strong management skills, including experience managing a mix of local and international staff, and experience overseeing project implementation, administration, finances, human resources, and logistics
  • Experience with U.S. donors strongly desired
  • Demonstrated experience in coalition building/local partnership and relationship development  
  • Self-motivated, able to work effectively in a harsh and unpredictable environment.
  • Team player, committed to motivating and leading staff.
  • Knowledge of, and experience in South Sudan strongly desired
  • Excellent written and spoken English; ability to draft high quality, donor reports
  • Able to work and manage effectively in a hardship post
