Tanzania National and Local Government Authority Health
Systems Strengthening
RTI International is seeking Information Systems Advisor
candidates for an anticipated USAID-funded national health systems
strengthening project in Tanzania. The purpose of this project is to strengthen
the health care system, largely focusing on the public sector, at the national,
regional and Local Government Authorities (LGA) level. Specifically, efforts
will focus on improving governance, finance, human resources for health, and
information components of the health system. The Senior Information Systems
Advisor provides technical leadership to build capacity for increased use of
available information to inform evidence based decision making processes at the
national and LGA levels. The position will be based in Dar es Salaam, Tanzania.
Responsibilities:
• Leads and contributes to strengthening of the health
management information system (HMIS) and its performance at the national and
LGA levels in the target zones.
• Contributes to the health information systems enterprise
architecture, and follows the eHealth Strategy guidelines and principles for
all information systems work, to support the national goal of integrated health
information systems
• Leads requirements gathering of information systems from a
health sector priority perspective and then follows the eHealth Strategy in
terms of implementation recommendations
• Supports the integration and relation of national
information systems such as PLANREP, Epicor, DHIS-2, human resources
information systems (IHRIS, HRHIS), national identity systems (RITA).
• Strengthens and harmonizes routine HMIS and capabilities
through building capacity in quality collection, analysis, dissemination, and
use of health information for program planning and management at the PMO-RALG,
LGA and Ministry of Health and Social Welfare (MOHSW).
• Coordinates and collaborates with other
USG/Tanzania-funded programs to facilitate improved LGA supervision of
facility-level management and decision making through development and use of
platforms such as dashboards.
• Supports use of health information for tracking and
forecasting pharmaceutical and medical commodities.
• Ensures the timely and quality completion of all relevant
program deliverables and reporting.
• Mentors and supports development of supervisees.
• Other duties as assigned.
Qualifications:
Qualifications:
• Masters Degree in public health, demography, statistics,
epidemiology, health informatics or advanced degree in a related field is
required.
• Minimum of 9 years of demonstrated technical expertise in
HIS strengthening, including: central level coordination and systems
integration, and sub-national strengthening for quality collection, analysis,
dissemination, and use of health information; substantial experience in
Tanzania highly preferred.
• Proven ability to develop effective working relationships
with USAID, government counterparts at all levels, local organizations, and
other program partners.
• Proven success strengthening HRIS preferred.
• Proven experience with managing the development or
sourcing of health information systems that are currently in use.
• Strong organizational, interpersonal and management
skills.
• Excellent oral and written communication skills in English
and Kiswahili required.
