Associate, Monitoring and Evaluation

The Clinton Health Access Initiative (CHAI) assists governments to promote high quality health care. CHAI teams work in partnership with the government, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. In South Africa, CHAI is supporting the National Department of Health and the South Africa National AIDS Council (SANAC) in its implementation scaling up HIV and TB services. More recently CHAI has supported the development of the new National Strategic Plan on HIV, STIs and TB (2012-2016).

The Associate will work alongside the PM to support the programmatic, organisational and financial management responsibilities and work to develop and implement the strategic priorities for the programme in support of the CHAI vision.  Further support will be offered to the M&E programme activities, programme strengthening and integration between CHAI Programme areas.  Additional engagements will take place with the National Department of Health M&E and ART programmes to strengthen the TIER.Net implementation and scale up and enhanced data driven decision-making through routine engagement with the data.  Further, data on implementation and scale-up will be routinely engaged with and analysed to spear forward the scale-up.
Responsibilities:
The Associate will:
  • Support the management and oversight of monitoring TIER.Net implementation activities in the provinces/districts.  They will review TIER.Net implementation progress, analysis and feedback to provinces and districts, upon receipt of data
  • Work with the Programme Manager and the CHAI M&E programmes to strategically plan the priorities for CHAI M&E and Programmes as well as work with the NDOH programme to support strategic priorities. 
  • The Associate will work with the PM to support the operational and programmatic aspects of the CHAI M&E programme
  • Review of data, conduct data quality analysis, feedback to provinces and national department of health to accelerate the CHAI and NDOH key strategic priorities
  • Support to PM on budgeting and financial management activities
  • Will engage with the Senior Leadership (SL) and support the strategic planning alongside the PM for any needs required by the SL
  • Review CHAI performance against targets set to the donors
  • Work with the PM to report on new programmatic developments, challenges and opportunities at strategic and operational level
  • Escalate any issues of major importance to the PM, who will in turn, discuss with senior management as and when they arise
  • Support relationship management with internal and external stakeholders
  • Support National ID implementation conceptualisation and implementation activities
  • The activities will also support the CHAI programs M&E activities and building frameworks and tracking progress against set indicators to help accelerate the key to accelerating integration and efficiencies across all CHAI programs.
  
The PM will provide mentorship, guidance and oversight to the activities of the Associate in the M&E Programme. 
Qualifications:
  • Must be able to start in the position within one month of acceptance
  • Must be based in Pretoria and work at the CHAI Hatfield office
  • Must have 2+ years working in ART M&E
  • Must have demonstrated experience providing a bridging function between the ART and M&E teams, must have demonstrable experience producing analysis and an ability to interpret the analysis to inform decision-making
  • Must be self-directed, be familiar with the National Department of Health structures, and be able to adapt to the differing needs of the programmes
