The Clinton Health Access Initiative (CHAI) is a global
health organization committed to strengthening integrated health systems in the
developing world and expanding access to care and treatment for HIV/AIDS,
malaria, and other diseases. Based on the premise that business-oriented
strategies can facilitate solutions to global health challenges, CHAI acts as a
catalyst to mobilize new resources and optimize the impact of these resources
to save lives, via improved organization of commodity markets and more
effective national and sub-national level management. CHAI is focused on large scale
impact and, to date, has secured lower pricing agreements for treatment options
in more than 70 countries. In addition, CHAI’s teams are working
side-by-side with over 25 governments to tackle many of the largest health
system barriers to effective care and treatment. In Tanzania, we are trusted
advisors to the Ministry of Health and we provide technical assistance and
support across a number of work streams, including HIV/AIDS, Vaccines, Malaria,
family planning and Health Financing.
CHAI is seeking a highly motivated individual with
outstanding leadership and management qualities to fill the position of Deputy
Country Director (DCD). We are looking for a goal-oriented, personable and
collaborative Manager who understands and respects cultural subtleties. Based
in Dar es Salaam (Tanzania), the DCD will work closely with the Country
Director (CD) to oversee CHAI’s strategic vision and direction in Tanzania. As
part of the senior leadership team and reporting to the CD, the DCD will
oversee and manage the day-to-day financial, administrative and human resource
functions of CHAI Tanzania operations. The DCD will help CD in representing the
office in liaising with CHAI headquarters and global teams, as well as donors
and in-country partners. Additionally, the DCD will spend ~50% of his/her time
managing country program portfolios, as designated by the CD.
Responsibilities:
- Support
the CD in defining and executing the overall strategic vision, goals and
objectives of the country program and continually identify opportunities
for CHAI to add value and maximize impact
- Establish
and maintain robust financial, administrative, and human resource policies
and systems, ensuring they are aligned with CHAI global policies and are
in compliant with local law.
- Oversee
the financial management of the office, including monthly cash flow and
financial reporting, audits, cash allocations and budget forecasting and
planning
- Support
the CD in human resources management, including recruitment, management of
existing staff, ensure adequate on-boarding for new staff and identify
staffs’ training needs and professional development opportunities
- Oversee
internal management of the office’s daily operations, including
contracting with vendors, ensuring compliance with local laws, and
interfacing with CHAI’s legal, security and financial teams
- Assist
the CD to ensure that programs are implemented with sound managerial,
technical, financial and overall programmatic practices, and that the
processes and activities adhere to the organizational policies, legal and
contractual obligations, and donor standards.
- Plan,
manage and execute specific CHAI Tanzania program portfolios as outlined
by the CD
- Support
the CD in developing and monitoring programmatic work plans to ensure that
all grant-specific milestones are met, and support project teams to
enhance the quality of their work
- Support
the CD in developing and strengthening relationships with government
partners and potential donors (corporate, multi-lateral, public)
- Coordinate
regular program meetings with staff and provide training, feedback and
mentoring
- Maintain
appropriate bi-directional communication with CHAI headquarters to ensure
that CHAI’s global capabilities are being fully leveraged
- Support
fundraising efforts, including new program development, budgeting and the
development and management of relationships with existing and potential
donors
- Other
activities and responsibilities, as needed
Qualifications:
- Bachelor’s
degree required; Master’s degree preferred, and experience in a public
health-related field
- At
least 5 years of work experience in the private or public sector, with
increasing levels of responsibility and leadership
- Experience
conceiving, planning, executing and monitoring complex programs with
verifiable results
- Ability
to work independently and effectively in a fast-paced environment, handle
multiple tasks simultaneously set priorities and delegate.
- Strong
leadership skills, with experience in leading teams to achieve results
under pressure
- The
ability to manage within sensitive political contexts and develop strong
relationships
- Experience
working and communicating with government officials
- Strong
problem solving, analytical and quantitative skills, including fluency in
Excel and PowerPoint
- Ability
to work within limited budgets and human resources
