The Program Quality and Fundraising Coordinator (PQFC) is an
important position within the CARE South Sudan program structure reporting to
the Assistant Country Director for Programs and working with the Area Program
Coordinators at the field level. The purpose of the position is to
enhance program quality and impact by ensuring that the CARE South Sudan
program is contributing to addressing the underlying causes of poverty and
social injustice in Southern Sudan.
Responsibilities:
- The
PQFC is responsible for program design, monitoring and evaluation, and
technical assistance, in accordance with international humanitarian
standards, CARE International program principles and the CARE South Sudan
Strategic Plan.
- Leading
a process of building the capacity of Country Office and partner staff to
design and implement relief and development programs according to industry
best practice and for overseeing the mainstreaming of cross-cutting
initiatives (gender mainstreaming, partnership, rights-based approaches).
- Promotes
synergy and coordination in project design, monitoring and evaluation
between the CARE South Sudan focus sectors/themes of health,
water/sanitation and livelihoods whilst promoting a program approach
within and among all interventions.
- Oversees
proposal development, monitoring and evaluation of CARE South Sudan
programs/projects ensuring that arising lessons learned are applied to
project revisions and new project designs to improve program
quality. This includes dissemination both internally and externally.
- This
position will perform a key role in contributing to the design,
development and implementation of a new Strategic Plan for CARE
South Sudan ensuring as part of this process that the CO’s progress
against its strategic directions are measured and monitored, and its
strategy adjusted as appropriate to ensure that CARE remains relevant and
effective within the southern Sudan development context.
- The
PQFC represents CARE South Sudan in assigned areas as designated in the
absence of the Assistant Country Director for Programs/CARE South Sudan,
including program and technical representation with donors.
- At
least 7 years experience in program management and 3 years experience in
staff management st the field level.
Requirements:
- Master
degree in relevant disciplines such as International Development,
Economics, Project Design or equivalent combination of education and work
experience.
- Demonstrated
Experience in co-facilitating development and operational implementation
of program strategic plans, and managing programs for quality, impact and
learning.
- Previous
successful experience developing projects, writing grant proposals and
managing grants in line with donor compliance,for international donors
such as World Bank, USAID, SIDA,CIDA, EC, ECHO, OFDA and UN Agencies.
- Experience
in coordinating/managing complex emergency programs and/or managing
programs in post conflict and fragile states
- Excellent
program management, project planning, budget management and donor
reporting skills and abilities
- Proven
Research, analysis and writing skills of high standard.
- Demonstrated
leadership ability to inspire and empower others;
- Strong
interpersonal communication skill and ability to effectively liaise with
government, community leaders, donors and other stakeholders;
- Experience
working in a multi-cultural setting and commitment to promoting teamwork,
gender equality, and sensitivity to HIV/AIDS,
- Conceptual
understanding of participatory approaches and sustainable development
- Technical
skills in governance, livelihoods gender and conflict sensitive
programing.
- Ability
to work under administrative and programmatic pressures in unstable
security environments with basic living conditions.
