Jhpiego seeks a Monitoring and Evaluation (M&E) Officer
to provide overall leadership to all project M&E activities, for an
upcoming program in Mozambique of at least eighteen months, funded by the
Canadian Department of Foreign Affairs, Trade and Development (DFATD),
including ensuring data quality, documenting project results, and ensuring
timely reporting to the donor. This position is contingent upon award
from DFATD/Mozambique.
Responsibilities:

Provide technical leadership and guidance to technical and program staff in
planning and implementing results-based M&E systems and activities,
data-based program decision-making, and results reporting
▪
Oversee the development and implementation of the Performance Measurement
Framework (PMF) to capture project performance and results, including routine
service delivery data reporting, baseline and endline assessments, and all
monitoring for process and outcome evaluations
▪ Lead
efforts to monitor and evaluate project interventions, document results and
provide feedback to stakeholders to guide decision-making
▪
Ensure quality of data through data verification procedures, including routine
data quality audits
▪
Coordinate all M&E capacity-building activities with project staff,
implementing partners and facility staff
▪
Draft M&E plan for the project and framework to track data/results
▪
Contribute to annual work planning
▪
Streamline project indicators and M&E systems to be in line with
Mozambique’s national HMIS system and ministry priorities
▪
Develop data flow pattern for the project that will ensure timely data
collection and reporting
▪
Document, write progress reports and disseminate program-related data.
▪ Lead
results reporting to DFATD by providing written documentation on M&E
activities and indicator results for progress and annual reports, as
appropriate
▪
Ensure relevant data is entered into J-RISE, an organization-wide performance
management system designed to capture, analyze, and disseminate project data
▪
Promote and support the dissemination of project information among the project
team
▪
Write/review technical components of materials, publications, and progress and
annual reports as appropriate In collaboration with program staff and
counterparts, ensure implementation of M&E strategies and frameworks
▪ Lead
development of IRB protocols and implementation of research activities, when
applicable.
▪ In
collaboration with project management, identify programmatic successes,
challenges and lessons learned, and ensure appropriate flow of information for
project management, staff, and colleagues
▪ In
collaboration with program staff, ensure that necessary M&E planning,
budgeting, and management activities occur to facilitate smooth and efficient
program functioning
Required Qualifications:
- Master’s
degree in public health or related field or equivalent experience
- Minimum
five years of work experience in monitoring and evaluating health and/or
development projects, preferably in Mozambique
- Familiar
with the Mozambican Health Management Information System
- Excellent
writing and communications skills, including demonstrated technical writing
skills for publications
- Strong
technical skills, including ability to process and analyze data using one
or more statistical software packages, including at least one of the
following: SPSS, Epi-Info, Stata, MS Access
- Demonstrated
expertise working in an M&E capacity with international donors, senior
government officials and policymakers
- Ability
to work in a complex environment with multiple tasks, short deadlines and
intense pressure to perform
- Fluency
in Portuguese and English
