The DRC is going through a complex and multi-faceted crisis.
CARE response focuses on various aspects of this crisis and addresses the
causes of poverty through emergency as well as various long-term peacebuilding
programs. The sectors of intervention include response to sexual and
gender-based violence (SGBV), medical support, livelihood, and emergency
response. Most activities are implemented on a community-based approach,
building the capacity of local partners and village groups. This vast array of
programs constantly yields a number of specific data, strategic reflections,
and orientations that should be used to call on major stakeholders in order to
provide a change.
Good governance is a critical aspect of the crisis
resolution and peacebuilding. Decades of war, corruption and poor governance
have undermined the capacity of communities and their local governments to
understand and respond effectively to local needs and eroded the capacity
of the population to produce a civil society able to influence the local and
national policies. A strategy must be defined, interventions must be identified,
assessments and proposals must be written, in line with the general CO
strategy.
The Governance Advisor will specifically work on a peace building project in eastern DRC. The project is being implemented jointly with UN organizations and other international and local NGOs as part of a transitional aid program geared towards stabilization. A community driven approach has been proposed to ensure the sustainability of the project through revitalizing and/or creating community structures and inducing the community’s awareness and activism on child protection, education, good governance and peaceful co-existence. This project is an integrant component of a package of support geared towards economic development and recovery in the agricultural sector.
The Governance Advisor will be a full-time, unaccompanied
international staff based in Goma, but expected to spend at least 60% of
her/his time in Rubaya. S/he will report directly to the Rubaya Project
Manager.
