CARE is seeking a Chief of Party (CoP) for the Community
Recovery and Livelihoods project, Tufaidike Wote (Win/Win) in a consortium with
FAO and International Alert. The project provides a combined response to
poverty and instability in Eastern Congo. By addressing the interlocking
underlying conflict factors of resource, identity and power dynamics the
Tufaidike Wote project aims to enhance stable socio-economic recovery in 35
communities in North and South Kivu Provinces and Ituri district over a four
year period. There will be a special focus on improving the lives of vulnerable
women by addressing their primary needs through agriculture and savings groups
and their secondary needs by increasing their participation in public life. The
consortium bases its interventions on a Theory of Change which suggests that
peace and stability are fostered by building capacities and creating spaces and
opportunities for all groups in targeted communities in eastern DRC to
participate in a combination of reconciliation and recovery activities.
The project uses an innovative combined community-driven approach to
support three project pillars of Peace Building, Governance and Livelihoods.
Crosscutting support will be provided on the themes of inclusion (especially of
women), conflict sensitivity, good governance principles and participatory
monitoring and learning.
The CoP leads the planning and implementation of the
Tufaidike Wote project with three key objectives: 1) Conflict prevention and
management capacity is developed or strengthened in targeted communities; 2)
Citizens’ participation in good governance strengthened in targeted
communities; and 3) Livelihoods in targeted communities improved. The CoP
ensures the effective integration of the 3 components by the 3 organizations
and ensures that the partnership is with consortium partners reflect the
integration of the 3 components. S/he is also responsible for CARE’s interface
with USAID, government and other implementing local partners. This includes
ensuring compliance to donor contract and managing sub-grants and sub-contracts
with implementing partners. S/he will identify other strategic partners and
initiate and or manage such partnerships. The CoP is a member of CARE DRC
Senior Program Management Team and contributes to country office program and
strategy development as well as ensuring synergy with other country office
projects. Finally, the CoP will lead and oversee development and
implementation of the annual work plan, manage the project budget, identify
external technical support needs, guide the consortium in carrying out work
plan activities, and ensure narrative and financial reports are submitted
according to donor requirements.

Required qualifications include:
- Advanced
degree in Social Sciences, such as international development, agriculture
economy, social work, public policy or other areas directly related to
providing services to vulnerable populations or equivalent experience.
- At
least 10 years of progressive responsible experience in international
development project management with at least 6 years of experience with
human rights and protection of vulnerable groups.
- Previous
COP or Deputy COP experience in Peace building and conflict resolution,
Governance and/or livelihoods (including financial services) related
project.
- Extensive
experience with USAID contracts processes, rules and regulations for
managing large and complex programs required including experience with
A-133 audits is mandatory.
- Strong
people management and team building skills with the ability to provide
guidance and support.
- Strong
communication, both oral and written, strong interpersonal skills, and the
ability to develop excellent relations with donor officials and key local
stakeholders.
- Experience
in designing, managing and implementing programs in an emergency setting.
- Sound
understanding of development, political, conflict and human rights issues
in DRC; knowledge of Congolese counterparts and donor officials is a
plus.
- Fluency
in spoken and written French and English at the Foreign Service Institute
(FSI) 4/4 level.
- Computer
literacy ability.
- Program
design, monitoring and evaluation skills
- Excellent
verbal and written English skills, particularly communication skills for
diverse audiences
- Demonstrated
ability to conceptualize and operationalize program strategies
- Demonstrated
ability to lead a team and oversee complex programs
- Ability
to establish and maintain effective partnerships and working relationships
with government, donors, community leaders and other development partners
- Knowledge
of word processing, spreadsheet software, and data processing
- Ability
to prepare and make presentations

in data analysis is a plus
