CARE is seeking a skilled Project Manager (PM) who will be
responsible for carrying out the planning, implementation, monitoring and
evaluation activities of the integrated primary health care project in
accordance with CARE programming principles/standards and donors’ contractual
obligations. The position will also be responsible for overseeing the project
resources, supervising the project staff and maintaining coordination and
liaison with other CARE projects and counterparts. The position involves participation
in and contribution to advancing subsequent project phases according to the
program unit plans. The project manager is to maintain a proactive and vibrant
linkage with the County Health Department and State Ministry of Health (SMOH),
Unity State.S/he is responsible for administrative as well as programmatic
aspects of the project. This includes but not restricted to human resource
management, finance control, quality reporting, and PHC project management.
Provide overall responsibility for the planning, coordination, implementation
and monitoring and evaluation of health project activities in Unity State as
well as ensuring that the project meets the objectives through effective
implementation. The Health PM is responsible for providing technical support
and strategic direction to senior project staff and field based health staff
who implement health activities in the field. The Health PM will assume overall
responsibility for project reporting requirements and ensuring that Health
Information System (HIS system) and IDRS is accurate and meets the reporting
needs. The PM will suggest practical strategies for responding to changes in
the operating environment as well as maintaining a focus on longer term
objectives in Unity State. S/he will be an active member of CARE Unity State
Program SMT and will be required to contribute to Unity State and Country
program strategy. S/he will be required to make regular monitoring efforts and
periodic visits to field sites. S/he will represent CARE Unity State office at
health Cluster meetings and other key stakeholders at County and state level on
behalf of Integrated Primary Health Care Project.

Required skills:
- Bachelors
degree in Social studies, PH, Community Health, or a related development
field with over four years management experience in development programs
including infrastructure rehabilitation, working with partners, Safe
motherhood and community empowerment.
- At
least 3 years experience in implementing large health projects in rural
set up and proven skills in coordinating or managing and partnering with
County Health Department and State Ministry of Health.
- Excellent
communication, presentation, diplomacy, and facilitation skills
- Facilitative
manager who can motivate staff and is sensitive to their ideas &
concerns
- Excellent
report writing ability in English
- Good
knowledge with government health policy systems, process and procedure
especially in developing countries
- Capacity
building for partner organization, working with local partners and partner
selection process
- Finance
skills for monitoring project budgets and sub-grants

and contract management for partner organizations

mentoring, coaching to CHD project staff in learning about, public finance
management, monitoring and supervision, and create and promotes good
learning environment among staff, partners and participating communities

The Project Manager will be based in shared accommodation in
Rubkona, Unity State with 30% travel to project sites.
