Background:

Objective:
USAID’s Office for Transition Initiatives (OTI) is
implementing the Cote d’Ivoire Transition Initiative (CITI)program in support
of the U.S. Government’s 2012- 2016 Transition Assistance Priorities for Cote
d’Ivoire; which are to support the Government of Cote d’Ivoire’s ability to
project authority and improve standards of good governance across its
territory, to provide security, services and conditions for economic growth for
its people, while reducing corruption, improving accountability standards,
strengthening democracy and protecting human rights. The objective of the
three year program is to improve public confidence in the post-conflict
recovery process through enhanced governance processes and effective community
initiatives. The team will be tasked to conduct an independent program
performance evaluation of the CITI program implemented between August 2011 and
August 2014. An evaluation plan will be created, utilizing primarily
qualitative research methods, including but not limited to a desk review of program
literature and reporting, internal evaluations, staff and beneficiary
interviews, focus groups, and an independent evaluation of any studies
conducted by OTI. Social Impact is searching for an Evaluation Analyst/Field
Worker to help implement and carry forward the evaluation.
Responsibilities and Tasks:
Although this will be a primarily qualitative evaluation,
the evaluation team will be expected to be able to analyze and incorporate data
from past quantitative analysis conducted during the life of the project.
Qualifications:
The field Worker/Evaluation Analyst must meet the following
minimum qualifications:
- At least a Masters level education, with a minimum of five years of related experience in the design, implementation and supervision of field monitoring and evaluation plans, or field-based research in transitional environments;
- Demonstrate a capacity to analyze data sets in statistical software, evaluate survey methodology, and clearly articulate results from quantitative surveys;
- Fluent in English and have at least a working proficiency in French.
