Background:
Social Impact (SI) is a Washington, DC-area international development management consulting firm.  We provide a full range of innovative program evaluation, management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies.  Our global services are in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.  

Objective:
USAID is planning a new five-year M&E project in Rwanda to support the USAID mission with integrated M&E services for its entire project portfolio. The project is an essential M&E Office for USAID and will serve as an extension of the USAID mission. The proposed opportunity provides USAID/Rwanda with technical and advisory services for evaluation activities at the mission (operating unit) level.  This may include designing and implementing both quantitative and qualitative evaluation studies and assessments as well as providing evaluation technical assistance for USAID/Rwanda development programs. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Rwanda to comply with USAID's Evaluation Policy. SI is looking for a Deputy Chief of Party (DCoP) to head up this effort and manage the project.

Responsibilities and Tasks:
The DCoP will assist the CoP in providing technical direction and overall guidance for all activities under this contract as well as assisting to supervise the work of all contractor staff. S/he will work with the Contracting Officer’s Representative and other USAID technical staff to develop the methodologies necessary to meet the deliverables required in the SOWs for evaluation tasks. The DCoP will be the co-lead analyst for interpreting the results of surveys and other field data and be responsible for report preparation.

Qualifications:
  • Advance Degree (or foreign equivalent) in related fields;
  • Minimum ten (10) years of experience in designing and conducting large-scale evaluations at an international level is required;
  • Minimum ten (10) years of managing, and analyzing the results of both performance and impact evaluations of development projects.
  • Minimum five (5) years  of quantitative and qualitative data collection and analysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis;
  • Minimum seven (7) years of experience leading evaluation teams, or research teams;
  • Previous experience in Rwanda preferred;
  • Fluency in spoken and written English and French is required;
