Background:
Social Impact (SI) is a Washington, DC-area international
development management consulting firm. We provide a full range of
innovative program evaluation, management consulting, technical assistance, and
training services to strengthen international development programs,
organizations and policies. Our global services are in the areas of
democracy and governance, health and education, agriculture, the environment,
and economic growth.
Objective:
USAID is planning a new five-year M&E project in Rwanda
to support the USAID mission with integrated M&E services for its entire
project portfolio. The project is an essential M&E Office for USAID and
will serve as an extension of the USAID mission. The proposed opportunity
provides USAID/Rwanda with technical and advisory services for evaluation
activities at the mission (operating unit) level. This may include
designing and implementing both quantitative and qualitative evaluation studies
and assessments as well as providing evaluation technical assistance for
USAID/Rwanda development programs. These efforts will facilitate informed
program management decisions, shape the longer-term strategic direction of
programs and decision-making within the Mission, and enable USAID/Rwanda to
comply with USAID's Evaluation Policy. SI is seeking a Senior Evaluation
Advisor for a full-time position on this contract.
Responsibilities and Tasks:
The Evaluation Advisor shall be responsible for leading the
design and implementation activities including Evaluation and Assessments. S/he
will work with the Contracting Officer’s Representative and other USAID
technical staff to develop the methodologies necessary to meet the deliverables
required in the SOWs for evaluation tasks. The Evaluation Advisor will be the
lead analyst for interpreting the results of surveys and other field data and
be responsible for report preparation.
Qualifications:
- A Master’s Degree (or foreign equivalent) in relavent field;
- Minimum eight (8) years of progressive experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects. Preferably, at least five (5) of these years should be in developing countries and at least three (3) of these years implementing international donors-funded projects;
- At least five (5) years of experience implementing quantitative and qualitative data collection andanalysis for evaluations and assessments, including experience with sampling methods, database management and statistical analysis;
- At least three (3) years of experience leading evaluation teams, or research teams;
- Fluency in spoken and written English is required; and
- Excellent team management and interpersonal skills.
