Overview:
The Clinton Health Access Initiative (CHAI – formerly the
Clinton HIV/AIDS Initiative) has been working in Lesotho since 2004 to address
some of the most urgent health care needs of the nation. CHAI’s work supports
the rapid expansion of access to high quality, essential healthcare for all who
need it by improving the organization of commodity markets and by enabling the
effective delivery of health services and efficient management of health
systems thereby optimizing the use of available resources to save more lives.
CHAI has worked to strengthen the Lesotho health system by improving management
of health services and availability of human resources for health,
strengthening the supply and distribution system, improving laboratory services
and planning for sustainable health financing. 
In Lesotho, children with HIV are much less likely than
adults to be identified and initiated on treatment, a critical challenge due to
the high mortality for children with HIV.  The country is stepping up
efforts to rapidly identify and enroll these children for care before they pass
away, with a target of enrolling 10,000 additional children in care by the end
of 2016.  CHAI is coordinating a consortium project aiming at addressing
the low rates of identification and treatment for children living with
HIV.  This multi-year project will work with specialized partners to pilot
and evaluate approaches for identification of children with HIV in the
community in Year 1, with the most effective approaches being scaled up in
later years.  CHAI will place coordinators in the target districts, who
will facilitate implementation of the approaches and lead monitoring and
evaluation.  In addition, CHAI will lead implementation of improved
systems to deliver HIV results to HIV-positive children around the country
using mobile health technologies, and promote utilization of data and analytics
for decision making and project planning.

The position will be based in Maseru, with travel to project
districts within Lesotho and occasional travel for international
meetings. 
Responsibilities:
The Program Manager, Pediatric HIV, will lead CHAI’s
component of the overall pediatric HIV program, ensuring high standards and
effective coordination.  Specifically, the Program Manager will: 
- Maintain
     close professional relationships between the project and the Ministry of
     Health in order to ensure that the project is aligned with Ministry
     priorities;
 - Lead
     a project team of seven people to ensure achievement of desired results at
     a high standard of quality and on time, aligned with project goals;
 - Foster
     information sharing and innovation within the project through frequent
     discussions, innovation, and leadership development sessions with the
     project staff;
 - Lead
     strategy and project design for the project in order to ensure maximum
     effectiveness in identifying children with HIV;
 - Lead
     coordination of project stakeholders to ensure harmonized implementation
     and effective monitoring and evaluation of project activities through
     regular meetings and clear communications;
 - Oversee
     evaluation of pilot approaches to identify effective approaches to
     identifying children with HIV and support strategic dissemination of
     results;
 - Ensure
     appropriate use of project funds by adhering to office financial
     procedures, overseeing monthly financial reporting, developing project
     financial tracking tools, and participating in CHAI budgeting and
     forecasting exercises;
 - Lead
     programmatic and financial reporting required by the donor;
 - Communicate
     effectively about the project within CHAI Lesotho and CHAI globally to
     ensure awareness of the project activities and that the project benefits
     from expertise and experience within CHAI;
 - Attend
     technical forums to represent the interests of CHAI and to ensure that
     evidence generated by the project is available to stakeholders and
     leveraged to support effective national approaches to pediatric HIV;
 - Liaise
     with CHAI global teams to ensure that the project incorporates best
     standards for pediatric HIV programming and evaluation;
 - Assist
     with formulation and planning for activities for years 2-4 of the project
     based on best available evidence;
 - Lead
     strategy, concept formulation, and proposal development for CHAI Lesotho’s
     pediatric program;
 - Perform
     any other responsibilities assigned by the Country Director.
 
Qualifications:
- Experience
     with planning and conducting monitoring and evaluation or research;
 - Experience
     working in developing countries on health sector programming;
 - Fluency
     in English, excellent written and oral communications skills; Knowledge of
     Sesotho is an advantage, but not required
 - Strong
     problem solving skills and analytical capabilities;
 - Ability
     to handle multiple tasks simultaneously, set priorities, and work
     independently in a fast-paced environment;
 - High
     level of proficiency in relevant computer applications particularly
     Microsoft Excel, PowerPoint and Word.
 - Willing
     to travel within Lesotho and externally, up to 10% of time. 
 
- Strong
     interpersonal and communication skills, and an ability to build
     professional relationships
 
Experience:
Bachelor's Degree or equivalent plus 5 years work experience; or Advanced Degree or equivalent plus 4 years work experience; or equivalent total work experience that includes people management and responsibility for project planning and implementation;
