Background:
The Clinton Health Access Initiative (CHAI) associated with
former President William J. Clinton’s Foundation is currently operating in
Rwanda and carrying out a wide range of programs to support the Ministry of
Health in Rwanda towards improving the health status of the country by ensuring
access to high quality health services. We are committed to increasing our
effectiveness through an innovative programming approach that optimizes
quality, impact, and scale. CHAI is working with the Government of Rwanda on
three main programs including: Nutrition, Health Financing and E-Health. Robust
financial management and efficient day-to-day administration are key to our
work. CHAI is therefore seeking a dynamic, highly motivated individual, with
demonstrated leadership skills, for a Finance and Administration Manager
position.
Summary of the Position:
The Finance and Administration Manager (FAM) will be a focal
point for all financial aspects of CHAI in Rwanda. The FAM works closely
with the Country Director, Senior Program Managers, Program Managers, and CHAI
staff to ensure the overall success of programs in Rwanda. The Finance and
Administration Manager will need a high level of integrity, organization,
self-motivation, interpersonal skills, as well as demonstrated leadership
skills.
Responsibilities:
Financial:
- Provide
financial management and services including budgeting and internal
control. Ensure smooth running and compliance with
CHAI accounting and financial policies in Rwanda.
- Manage
the accounting function which includes:
- Daily
inputs
- Prepare
and maintain timely accurate financial statements and reports in
accordance with Generally Accepted Accounting Procedures (GAAP)
- Petty
cash and reconciliations
- Vendor
relationships
- Ensure
payments of bills and invoices are done on time
- Check
all payment vouchers and ensure that they have been properly entered into
the books and are consistent with the financial rules and guidelines.
- Manage
and reconcile multiple currency bank accounts
- Be
the focal finance point including reviewing of all daily accounting
activities to ensure that a standard level of controls and audit
procedures is maintained
- Communicate,
coordinate work and submit reports in-country and to Headquarters
- Coordinate
the work with finance staff in the sites that CHAI has operations, make
sure that the finance team have the same perspective in terms of financial
rules and guidelines
- Proactively
Identify potential problems (in finance) and provide recommendations as
well as lead the continual improvement of the Accounting and
Administration procedures.
- Provide
finance related training and guidelines to the CHAI Rwanda staff when
necessary (e.g.: reports, clarifications, budgets etc.)
Human Resource Management:
- Manage
a team of administrative staff;
- Provide
support on human resources matters as determined by the Country
Director.
General Administrative & Operational
Responsibilities:
- Address
staff safety and security matters as a backup Safety Point Person (SPP);
- Provide
oversight in the maintenance of the fixed assets register;
- Provide
oversight in ensuring that all operational equipment is effectively
maintained; an optimum level of logistical support exists; and that
procurement procedures are followed.
- Ensure
full compliance with the applicable laws of Rwanda
- Perform
any other duties as assigned by the Country Director
Qualifications:
Minimum Qualification and Experience Requirements:
- Bachelor’s
Degree in a finance or accounting related Field
- At
least 6 years’ experience in Finance and Accounting
- At
least 2 years’ experience leading an accounting / finance
team
- Holder
of a recognized professional Accounting Qualification in Rwanda, i.e. CPA
or ACCA
- Highly
skilled in relevant computer applications, particularly QuickBooks, MS
Excel and Word;
- Proven
experience in staff capacity building and skills transfer
- Excellent
spoken and written communication skills in English
Additional Requirements:
- Previous
experience working in Rwanda is a strong advantage;
- Flexibility
to work outside regular working hours as may be required to meet
deadlines;
- Demonstrated
ability to supervise/ensure efficient execution of day-to-day
administrative and logistical tasks by the support team;
- Excellent
attention to detail; experience working in a multi-cultural environment
across time zones; ability to Multi task and prioritize activities
