Overview:
The Clinton Health Access Initiative (CHAI – formerly the
Clinton HIV/AIDS Initiative) has been working in Lesotho since 2004 to address
some of the most urgent health care needs of the nation. CHAI’s work supports
the rapid expansion of access to high quality, essential healthcare for all who
need it by improving the organization of commodity markets and by enabling the
effective delivery of health services and efficient management of health
systems thereby optimizing the use of available resources to save more lives.
CHAI has worked to strengthen the Lesotho health system by improving management
of health services and availability of human resources for health,
strengthening the supply and distribution system, improving laboratory services
and planning for sustainable health financing.
In Lesotho, children with HIV are much less likely than
adults to be identified and initiated on treatment, a critical challenge due to
the high mortality for children with HIV. The country is stepping up
efforts to rapidly identify and enroll these children for care before they pass
away, with a target of enrolling 10,000 additional children in care by the end
of 2016. CHAI is coordinating a consortium project aiming at addressing
the low rates of identification and treatment for children living with
HIV. This multi-year project will work with specialized partners to pilot
and evaluate approaches for identification of children with HIV in the
community in Year 1, with the most effective approaches being scaled up in
later years. CHAI will place coordinators in the target districts, who
will facilitate implementation of the approaches and lead monitoring and
evaluation. In addition, CHAI will lead implementation of improved
systems to deliver HIV results to HIV-positive children around the country
using mobile health technologies, and promote utilization of data and analytics
for decision making and project planning.
CHAI is seeking an experienced, talented, highly motivated,
creative, and flexible individual to contribute quantitative analysis and
strategic thinking to CHAI’s Pediatric HIV program as it seeks to reach
ambitious targets. The associate will be responsible for production of
high quality deliverables and analyses tailored to the audience and designed
for impact. The candidate for Associate must be highly analytic and able to
analyze data and present it in a compelling format. The candidate must
have excellent communications skills and cultural sensitivity as s/he will be
working closely with MoH partners. S/he must be able to manage multiple tasks
and drive work plans forward. S/he must exhibit a passion for results and

There will be one position based in Maseru, with travel to
project districts within Lesotho and occasional travel for international
meetings. The Associate, Pediatric HIV Evaluation will report to the
Program Manager, Pediatric HIV.
Responsibilities:
The Associate, Pediatric HIV Evaluation, will lead the
analytical component of CHAI’s overall pediatric HIV program, ensuring high
standards of evidence and analysis to strengthen the national program.
Specifically, the Associate will:
- Lead
design and implementation of a comprehensive evaluation on community- and
facility-based child testing strategies in order to inform the MOH and
other stakeholders about the best strategies;
- Develop
user-friendly national- and district-level dashboards that track progress
in identification of children and provide helpful analysis for targeting
of interventions to district and facility level;
- Develop
project-wide database aligned with partners’ reporting mechanisms in order
to consolidate project achievements for reporting and feeding into the
dashboards;
- Conduct
targeted analyses in support of the government’s scale up such as human
resource mapping and planning based on expected testing volumes or
planning for implementation and effective use of viral load testing for
clinical assessment and improved adherence for children;
- Attend
technical forums to ensure that evidence generated by the project is
available to stakeholders and leveraged to support effective national
approaches to pediatric HIV;
- Assist
with skills building for colleagues in Excel in order to build their
capacity to conduct analysis;
- Maintain
close professional relationships with counterparts in the Ministry of
Health in order to ensure that the project is aligned with Ministry
priorities;
- Liaise
with CHAI global teams to ensure that the project incorporates best
standards for pediatric HIV programming, mobile health and evaluation;
- Assist
with formulation and planning for activities for years 2-4 of the project
based on best available evidence;
- Contribute
to project reporting requirements and participate in team coordination
meetings;
- Perform
any other responsibilities assigned by the Program Manager.
Qualifications:
- University
degree, preferably with a quantitative and/or research focus;
- 2+
years of professional experience in the private or public sector, with a
focus on quantitative analysis and production of professional outputs;
- Experience
with designing and conducting research strongly preferred;
- Proven
ability to operate independently, multitasking, setting and achieving
ambitious targets with limited guidance, and able to demonstrate creative
thinking about major challenges facing Lesotho;
- Exceptional
communication skills, including excellent spoken and written English, and
high quality of presentations, and strength in building relationships in
an African setting;
- Knowledge
of Sesotho is an advantage, but not required;
- Excellent
proficiency in relevant computer applications, particularly MS Excel,
PowerPoint and Word;
- Knowledge
and/or experience of the health sector in Lesotho in general would be a
distinct advantage.
- Willing
to travel within Lesotho and externally, up to 25% of time.
