A nonprofit, nonpartisan organization, the International
Republican Institute (IRI) advances freedom and democracy worldwide by
developing political parties, civic institutions, open elections, good
governance and the rule of law. IRI has conducted programs in more than 100
counties and is currently active in 65 countries. IRI’s programs in Libya focus
on civic engagement between elected officials and civil society groups, as well
as focus group research.
Job Summary:
The Resident Country Director (RCD) is responsible for overseeing all operations of a democracy and governance project in Libya, including training and consultation of elected officials and civil society groups, program development, financial management, monitoring and evaluation, reporting, and mentoring of local staff.
Essential Duties:
- Oversee
field office operations and supervise in-country program and
administrative staff, providing guidance, mentorship, delegation of
responsibility, and adequate oversight of performance.
- Conduct
and all program activities, including in-person training and consultations
with officials and civil society members on issues of local governance and
political party strengthening.
- Monitor
and evaluate the performance of IRI and partner organization activities,
identifying successes and failures and recommending program adjustments
accordingly.
- Develop
and maintain relationships with diplomatic, political, NGO, and funder
communities.
- Maintain
consistent and productive communication with the Washington, DC
headquarters and local implementing partners.
- Identify
new program opportunities, and in collaboration with Washington-based
program staff prepare grant proposal narratives and budgets for a variety
of US and non-US funding organizations.
- Accurately
track project expenses over time, ensuring that funds are spent
appropriately and in accordance with IRI and USG regulations. Create
budget analysis for purposes of projecting and overseeing expenses.
- Monitor
and report on political, security and economic developments in-country.
- Other
duties, as assigned.
Qualifications:
- Ten
years of professional experience in the area of democracy and governance.
- Demonstrated
living experience in conflict zones, post-conflict countries, and other
hardship posts.
- Experience
in post-revolution Libya preferred.
- Experience
working with USG funded projects and familiarity with USG regulations and
processes.
- Proven
ability to communicate skills and experience to others as a trainer,
advisor or technical consultant; sensitivity to working in advisory role
with local partners.
- Excellent
oral and written communications and presentation skills.
- Demonstrated
ability to work in non-Western cultures, and showing sensitivity to local
customs and attitudes.
- Sound
judgment and decision making skills, with a “hands on,” problem solving
approach.
- Ability
to work autonomously in a challenging environment, while maintaining
consistent and informed communication with team in Washington.
- Arabic
language skills desirable, but not required.
Performance Measures: (SMART: Simple, Measurable, Achievable, Results-oriented, Time
bound). An annual work plan with specific SMART performance measures will be
developed.
