Program Development & Funding Officer

Oxfam has been working in the Middle East and North Africa (MENA) region for over five decades and over the past four decades promoting gender equality and supporting women’s right to participate and be represented in governance and decision-making structures and processes. Oxfam’s work in the Maghreb is a multi country program comprising Morocco, Tunisia, Algeria and Libya. It focuses on social and political participation, gender justice and supporting sustainable livelihoods work. Four Oxfam affiliates work in the Maghreb in the framework of one joint strategy: Oxfam Novib (The Netherlands), Intermon Oxfam (Spain), Oxfam Italy and Oxfam in Belgium.

Oxfam is looking for a
Program Development & Funding Officer Maghreb Office
Full time (40hr/week), starting as soon as possible, one year renewable 

Purpose of the function
In close cooperation with the program team, you will be responsible to identify and develop new sources of funding for our Maghreb program, by developing a funding strategy, by contributing to developing innovative programs for submissions to donors, by building and maintaining relations with key donors, and by ensuring sound contract management.  You will also be responsible for coordinating the fundraising of the different Oxfam affiliates working in the Maghreb.

Main tasks
1. You will work together with relevant Oxfam staff on the formulation and implementation of the joint funding strategy for the Maghreb and the annual fundraising plan, ensuring coordination with all Oxfam affiliates working in the region and reporting on progress to the country leadership team.
2. You will identify opportunities for fundraising with institutional donors and private foundations, both in Tunisia and Morocco as well as regionally, signal them to the Associate Country Director and the program team, and make proposals how to seize them.
3. Together with the program team, you will contribute to developing innovative programs contributing to Oxfam’s objectives in the Maghreb for submission to institutional donors.
4. You will provide a quality check by evaluating concept notes and proposals on consistency, completeness, presentation, relevance to the donor and on the correct compliance with the donor’s demands. You will contribute if needed in drafting and editing project/programme proposals in coordination with progamme staff;
5. You will advise and provide guidance, including (on-the-job) training to the country office staff on the process of developing high quality project proposals and report writing that are relevant to Oxfam and to the donor and meet its requirements
6. Together with country office management and relevant program staff, you will build and maintain contacts with embassies and/or (delegations of) different donor institutions and make continous investments to maintain and expand the network;
7. You will monitor the Maghreb office’s performance on  fundraising and, in consultation with the Institutional Funding Unit in The Hague, provide Maghreb input into relevant monitoring tools and systems.
8. In consultation with relevant staff, you will take part in negotiations with donors in acquisition phase.

Requirements
• You have completed an academic degree in a discipline relevant to development cooperation (e.g. political science, sociology, development studies).
• You have demonstrated several years of relevant working experience in program and grant management as well as fundraising and an affinity with international development issues.
• You are knowledgeable about key issues of development and transition in the Maghreb region and have a solid understanding of a rights-based approach. Experience in the NGO sector is desirable. 
• You have experience in organisational analysis and partnership  program development, fundraising and grant management.
• You can demonstrate experience of managing programs with a variety of complex donor guidelines, such as the EU. You also have experience coaching others on complex procedures.
• You can demonstrate effective negotiation skills.
• You have excellent social and intercultural skills and are a team player.
• You have excellent communication skills in English and French (written and spoken). Command of Arabic is an asset.
• You are able and ready to travel within Tunisia (including overnight stays) and throughout the Maghreb region.
