PURPOSE OF POSITION:

To provide technical assistance to the Humanitarian Emergency Affairs (HEA) team in the program design, grant acquisition, implementation, evaluation and reporting for all the projects and programs under WV HEA.

KEY RESPONSIBILITIES:
Program Development and Grant Acquisition:
  • Participate in actual project design, implementation, and evaluation.
  • Develop concept papers and prepare proposals to donor and work to ensure the program has adequate funding resources.

    When required liaise with donor and Support Offices (SOs):
  • Prepare monthly, annual and end-of-project narrative reports and newsletter. Support Project Managers to produce professional and high quality management reports for major donors in a timely manner, meeting donor reporting requirements.
  • Compile/collate major donor management reports.
  • Participate in needs assessments.
  • Assist in annual operating plan preparation including: design, needs assessment, proposal writing, marketing, evaluation and reporting.
  • Monitor program's progress ensuring goals and objectives are achieved and non-financial grant requirements are adhered to.

    Implement technical and managerial evaluations and audits of all projects with project managers, government donors and support offices:
  • Conduct periodic field visits to insure that programs are implemented according to design.
  • Ensure that program implementation is in line with the principles of the Red Cross Code of Conduct, SPHERE standards and relevant WV internal standards and policies
  • Prepare program update to key WV support offices and the regional office.
  • Actively participate in UN led cluster coordination meetings, and other relevant coordination meetings.

    Financial Management::
  • Monitor funding status for each sector of the program to identify possible funding gaps and ensure smooth transitions from one grant to the next.
  • Obtain funding for program’s unfunded sections.


KNOWLEDGE, SKILLS & ABILITIES:
Required:
  • Educational level: University degree development studies or related field. Masters preferred.
  • Technical Training qualifications: Understanding of humanitarian sector. Experience with program proposals and reporting. Experience with bilateral and multilateral donors.
  • Excellent analytical/problem-solving skills and detail orientation.
  • Excellent English communication skills (oral and written).
  • Thorough knowledge of MS Office and Lotus Notes.
  • Good understanding of World Vision and Sphere relief standards.
  • Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Ability to work in and contribute to team building environment.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments and physical hardship conditions with limited resources.
  • Excellent organizational and time management skills.
