Health Project Manager - Mogadishu, Somalia



Manage the Medair health programme in Somalia, implemented in partnership with local NGOs, in line with objectives, timeframe and budget and meet Medair quality standards and the BPHS. Ensure that beneficiary participation is enhanced in all phases of the project. Anticipate, plan, and share in the development of new health project proposals.

A health programme in Mogadishu, Somalia. Potential projects: livelihood, emergency responses and/or expansion of initial programmes into new areas with critical needs based on new assessments.

Key Activity Areas

Health Project Management
  • In collaboration with the local NGO partners:
  • Develop and manage comprehensive activity plans covering the time frame of the projects as set out in project proposals.
  • Oversee quality of clinical services provided at supported health facilities by establishing a quality improvement / quality maintenance (QI/QA) system.
  • Oversee the appropriate management of drugs, medical materials and equipment.
  • Coordinate with UNICEF and other UN agencies to ensure relevant project related supplies and equipment is available on site in a timely fashion.
  • Ensure accurate and timely reporting of activities according to Medair, donor and coordination bodies’ timeframes and formats.
  • Actively participate in the development of new donor proposals in cooperation with the Deputy Country Director Programmes (DCD-P) and supported by the HQ Health & Nutrition Advisor (HNA).
  • Contribute to on-going needs assessments for programme expansion in Mogadishu/South Central Somalia; Provide input to the integration of Beneficiary Accountability into all aspects of the project.

Logistics
  • Coordinate with the Project Support Manager in Mogadishu to ensure adequate and timely supply of equipment, materials and other related project needs.
  • Responsible for supplying health facilities with necessary drugs and equipment in liaison with Health Manager and Logistics Officer.

Financial Management
  • Ensure that all health expenses are according to budget and meet all Medair standards with regards to financial management, including accountability and good governance.
  • Manage and track all budget expenditures on the Health budget .

Staff Management
  • Line-manage and coach the Health Manager and the rest of the projects staff.
  • Manage personnel related issues within the project (job descriptions, recruitment, appraisal, management, development & training and general well-being).
  • Ensure health staff are adequately trained within the operational and budget constraints.
  • Provide coaching and supervision to staff to ensure ownership and full responsibility for health activities.

Security Management
  • Primary responsible for managing overall security on the ground.
  • Monitor and review the security status of the area(s) of operation on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies.
  • Oversee and monitor staff adherence to security protocols, including security incident reports.

External Representation
  • Ensure Medair’s representation in cluster and sector meetings in close collaboration with Health Manager and in coordination with DCD-P.

Qualifications
  • Medical Doctor or registered general nurse

Languages
  • Strong working knowledgeof English (spoken and written)

Experience / Competencies
  • 5 years clinical experience; experience in setting up and implementing primary health care
  • At least one year of supervision and on-the-job training of PHC providers
  • Good knowledge and experience in Primary Health Care models, principles and management
  • 2 years management experience; experience in leadership / management of teams
  • 1 year of overseas experience in humanitarian setting
  • Experience in activity planning and time management, in cross cultural communication techniques
  • Planning, assessment and analytical skills; proven ability of writing high level reports
  • Aptitude for community mobilization and capacity-building; on-the-job and classroom training ability
  • Team player with good interpersonal skills; Personal awareness of own stress indicators
  • Ability to live and work in conflict and rural environment

  • Strong working knowledge of English, spoken and written
  • Working knowledge of French, spoken and written, for French-speaking field programmes

  • Successful completion of Medair Relief & Recovery Orientation Course (ROC)

Field Working Conditions
  • Currently Medair runs its programmes from a base in Mogadishu, Somalia. Medair international / Kenyan staff are accommodated in a team house in Mogadishu.
  • Security is always a concern and routine team briefs give information and advise both nationals and internationals to the current security status.
