DESCRIPTION
CARE Mali seeks a Knowledge Management and Learning Coordinator to meet the challenge of advancing its Knowledge Management and Learning strategies and implementation. S/he will work closely with the Assistant Country Director of Program Quality, Program Managers and Program M&E Coordinators to increase their capacity in the evidence - reflection - learning - application continuum.  This includes strengthening current Country Office knowledge management and learning practices and strategies/guidelines to improve evidence of impact and program quality overall.
Reporting directly to the Assistant Country Director of Program Quality, the Knowledge Management and Learning Coordinator is responsible for ensuring that CARE’s programming principles related to impact measurement and learning are maintained in the design, implementation and monitoring of programs and comply with CARE International norms and standards.
As a key position to ensuring, strengthening and improving staff capacity in relation to KM and L functions and processes, the KM&L Coordinator will maintain regular contact (horizontal lines) with Program teams and in particular the M&E Coordinators for CARE Mali respective programs - currently Emergency, Education, Health and Governance, Women and Girls Empowerment and Food Security/Climate Change Adaptation.
This position will be based in Bamako, Mali with 35% of time expected for travelling to all regions in which CARE Mali operates, security context depending.
Responsibilities and Tasks:
• Provide global oversight in Impact Measurement and Learning processes

Qualifications (Know-How)
• Bachelor’s degree in Social Science or equivalent in related fields
• At least 5 years’ experience in Monitoring and Evaluation (including both quantitative and qualitative analysis), leading Impact Measurement and Learning initiatives and/or teams
• Experience working on a multi-cultural team, including local and international NGO partners
• Proven leadership skills, capacity to liaise with and across different programs, staff and partners
• Demonstrated experience in learning and reflective practices
• Strong documentation and organizational skills.
• Oriented toward evidence based decision making, and documenting of decision processes
• Experience in training and capacity building.
• Understanding and operationalization of Rights Based Approaches, UCPV / livelihoods and gender frameworks
• Ability to communicate effectively, both orally and written

DESCRIPTION
CARE is seeking a talented Girls Education Initiative Manager who will provide overall strategic leadership and direction for the Department For International Development  [UK] (DFID) –funded project ‘Kobcinta Waxbarashada Gabdhaha’ under CARE Somalia’s Rural women vulnerable women’s program. The incumbent will manage a consortium comprising CARE, Adventist Development & Relief Agency (ADRA) and 9 Local Non-Government Organization (LNGO) partners to deliver the project results. He/she will work very closely with the Ministries of Education in Somaliland, Puntland and Galmudug, and possibly also work with the Somalia National Government Ministry of Education.
The project aims at facilitating social change amongst rural communities in order to encourage girls’ enrollment and retention in education, working closely with communities, religious leaders, community education committees and civil society.  She/he will be responsible for the consortium management, reporting to the donor, contract and grant management, management of a unit of technical staff, and the overall technical quality of the intervention. The post will be line managed by CARE’s rural women program coordinator, supported by CAREs Assistant Country Director (ACD) programs and work closely with the program quality senior advisor on partnership and Monitoring & Evaluation (M&E) issues. The incumbent will work collaboratively with CARE's rural program area managers, who will each be implementing a portion of the intervention in a specific region of Somalia.

Primary Skills:

  • Demonstrated experience in bringing out social change by addressing social cultural barriers affecting girls’ education in challenging contexts.
  • Knowledge of main donors like DFID, European Commission (EC), United States Agency for Intl. Development (USAID) etc. programmatic and financial regulations is desirable
  • Demonstrated experience managing large projects and coordinating with other organizations.
  • Budget and contract management experience.

SUMMARY OF ROLE
The Health Workforce Technologist is responsible for developing new modules and customizing implementations for the suite of iHRIS software products and increasing the in-country capacity to maintain and customize these systems through mentorship and formal training. This position requires a high level of expertise and experience in Open Source technologies. ESSENTIAL FUNCTIONS
• Provide training to other developers working on IntraHealth-led software products, particularly the iHRIS, mHero and health worker registry platforms of open source health workforce information software, including local development teams
• Respond to questions on software and implementations coming directly to the developer as well as through the iHRIS mailing lists and websites such as Google Groups, and Launchpad Answers
• Collaborate with other members of the development team to solve problems and improve the software; maintain regular releases of iHRIS software
• Ensure that all specified IT standards and other identified requirements are met in project development
RequirementsEducation & Experience
• Bachelor’s Degree in Computer Science, Information Technology, Software Engineering, or related field and 10 years’ experience or Master’s Degree and 6 years’ experience
