PURPOSE OF POSITION:
- Reports
to the Programs Development and Quality Assurance Director with a matrix
Reporting Relationship to the Regional Resource Development (RDU)
Director.
- Provides
Leadership and Management in the development of World Vision Rwanda resource

KEY RESPONSIBILITIES:
Grant performance
- Grow
the current National Office (NO) institutional grant portfolio.
- Achieve
new grant growth targets set by NO and regional office.
Develop Grant Acquisition and Management Business Plan
to ensure that the NO has a GAM Business Plan, which includes a donor landscape
mapping, preposition and donor engagement plan, and an analysis of the NO
capacity levels as well as inefficient grant proposal tracking system.
- NO
has identified key partners and is member of key grant networks.
- Prepare
monthly management reports for NO and senior management.
Develop quality proposals
- Review
and research possible proposals and recommend whether NO should pursue
these opportunities within the parameters of the growth targets and
strategy.
- Lead
grant applications and review donor proposal requirements.
- Meet
with donors to clarify proposal requirements.
- Pay
field visits to collect data from Area Development Programmes (ADP)
Managers for inclusion in proposals.
- Assist
in the review of draft proposals prepared by NO staff, and provide
technical inputs and English editing.
- Together
with NO staff, assist research, develop and finalise high quality
proposals for submission.
- Ensure
proposals submitted by NO meet the requirements of donors.
Management and Building Capacity of Local Staff
- Building
the capacity of NO staff in grant acquisition, management and compliance
to develop local capacity.
- Build
staff capacity on institutional grant project/program management.
Leadership and Coordination of Donor Liaison
- Cultivate,
serve and strengthen relationships with all Major Donors, Mid-Level
Donors, and support Donor liaison Coordinator in building strong
relationships with support offices and Church Partners.
- Ensure
that there is integration of sponsorship and Grant acquisition
initiatives to maximise WV Rwanda target for child well-being
aspirations.
- Provide
timely and high quality information for SO funded ADPs and projects,
including project updates, tracking of project outputs, prayer updates,
photos/videos and stories.
- Develop
capacity building programs to ensure that staff and communities
understand and appreciate the importance of engagement with Donors.

KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Masters
Degree in International Development, International Relations, Rural
Development or any related field. Master’s Degree in Development, Social
Science, Management or other field applicable to developing country
context preferred.
- Leadership
capabilities that includes coaching staff to high level of performance
& engaging in effective cross cultural & cross functional working
to achieve shared goals and effective indirect line management.
- Experienced
networker with an ability to maintain a good up to date knowledge of the

PURPOSE OF POSITION:
Ensure that all Regional programme quality initiatives, Sponsorship Operations, programmes and projects implemented by the National Offices meet adequate technical and management standards in planning, implementation, monitoring and evaluation.
Provide the regional entities and the line management with the appropriate monitoring data on ministry quality issues for management decision making and appropriate management action.

region and works closely with the Director of Learning Centres, Senior
Project Management Advisor, Greenfields Director and Regional Office of
Strategy Management (ROSM). This person has a matrix reporting
relationship for technical guidance with relevant Global Centre (GC)
entities.
KEY RESPONSIBILITIES:
- Ensures
that National Office (NO) programming are in alignment with the Regional
and National strategies.
- Supports
the work of the Programming Effectiveness Specialists, Sponsorship
Operations Advisor and technical specialists in preparing plans for
adoption of Development Programming Approach (DPA), transition to new
sponsorship programming and operations standards and continued
introduction/ strengthening of DME including indicators for child
well-being in order to operationalize their national strategies.
- Supports
the work of Programming Effectiveness specialists, Sponsorship Operations
Advisors and technical specialists and ensures that monitoring and
reporting mechanisms are setup in National Offices (NO) around accepted
Quality Assurance (QA) standards.
- Promote
ministry quality and integration of 3 lines of ministry in the region as
per Partnership Standards.
- Guide
National Offices in matters of Quality Assurance as the Organization
transitions towards “One Operation, One Organization” (04).
- Assist
in mainstreaming best practices and learning across the region; from
Learning Centres and Greenfields.
Monitoring and Reporting:
- Provides
the Regional Leader (RL) and SLT with regular monitoring reports on the
status of Quality Assurance Standards and Mechanisms in the region.
- Provides
Regional Leader (RL) and SLT with regular reporting on the Global
National Office Dashboard (GNOD) indicators for programme quality
management and programme outcomes and develops appropriate
recommendations for follow up.
- Provide
annual report on the contribution of World Vision to the well-being of
children (Child Well Being Annual Report –CWBAR) to support the development
of the regional strategy and decision making process for the approval of
national strategy.
- Provide
Annual Business Plan and Monthly Reports to the regional leadership.
- Closely
works with the technical specialists, the National Directors, the
Regional Office of Strategy Management (ROSM), the Project Management
Unit, Greenfields and GC-IMS in the development, implementation and
monitoring of strategies for Learning Centres in selected National
Offices.
Global Partnerships & External Collaboration:
- Ensures
that the regional ministry leaders participate as members of relevant
global Communities of Practice (CoP).
- Facilitate
the contribution of the region in the development of global ministry
standards, policies and guidelines through participation in relevant
working groups, partnership processes and feedback mechanisms.
- Support
regional and partnership initiatives in relation topics on programming
quality.

/ build linkages with other (external) organizations and Support Offices

Capacity Building:

KEY RESPONSIBILITIES:

KEY RESPONSIBILITIES:
Project Management:
- Direct
and oversee World Vision's work in an assigned program of more than US$4
million, ensuring that all program goals are met through proper design,
staffing, and implementation.
- Organise
and direct the work of local staff and short-term advisors. Provide
supervision, training and performance appraisals.
- Establish
and maintain effective project reporting, evaluation, and communication
systems. Submit timely accurate and professional program reports that
meet donor requirements to appropriate World Vision Partnership staff.
- Establish
leadership and personal credibility and implement and maintain clearly
understood chain of authority and accountability.
- Develop
and maintain an adequate human resource plan consistent with WV policies,
donor requirements (such as A-110, A-122, A-133, 22 CFR 211, etc.) and
local laws. Ensure proper technical capacity of staff to manage complex
government funded projects.
- Liaise
with host government officials; coordinate and collaborate with top-level
officials of the Ministry of Public Service and Labour, Ministry of
Education, and other agencies related to the program.
- Discuss
plans and strategies with different stakeholders to ensure proper
understanding of the project’s concepts, including time frame.
- Carry
out additional responsibilities and projects as assigned, including administrative
and planning functions.
- Engage
with key project partners (local and international) to ensure ownership,

Financial Oversight:
- Manage
grant/project budget within approved spending levels and ensure accurate
and timely financial reports to donors and WVUS International Programs
Group headquarters staff.

accordance with donor rules and regulations to ensure clean A-133 audits.
- Oversee
property and equipment acquisition, disposition, and management in

Monitoring & Evaluation, Representation, & other
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Master’s
degree in a related field, or a Bachelor’s degree with commensurate
experience (10+ years) required.
- Knowledge
of implementing nutrition, maternal and child health, and water,
sanitation and hygiene projects in politically complex environments.
- Experience
in implementation of USAID health projects in developing countries in
integrated programming such as nutrition, maternal and child health,
water, sanitation and hygiene, small-scale agriculture, and/or
livelihoods.
- Fluency
in English and French required.
- Minimum
5 years’ experience in project management, supervision, administration,
