Project/Proposal Summary:
The Resilience Learning Project, managed by the USAID/East
Africa mission, will be a key component of USAID’s expanding portfolio in the
drylands of the Horn of Africa. This project is linked with several
multi-layered, multi-institutional initiatives to build resilience and growth,
and to break the accelerating cycle of droughts and humanitarian emergencies.
The Resilience Learning Project will develop linkages with projects and
strategies supported by regional and government agencies and other donors to
expand the base from which knowledge and lessons are gathered. Its objective is
mutual learning and knowledge management among partners, which will lead to a
supportive policy environment and more effective programming on drought
resilience and growth.
Position Summary:
The Advisor will create and oversee knowledge management
systems needed to organize and share information among USAID staff located in
various East African countries. S/he will work with government and donor
partners to identify, analyze and present potential technical solutions to the
challenges facing the Mission, and to implement those determined to be viable
and appropriate by USAID. The Advisor will support the adoption of effective
models and monitor the integration of programs across sectors. This will be a
full time position based in Kenya that will involve travel to neighboring
countries.
Responsibilities:
• Work under the supervision of the project Chief of Party
to strengthen the capacity of local partners to translate learning to
programmatic interventions.
• Develop and advance USAID’s learning agenda to guide
program interventions.
• Lead consultations with implementing partners and other
USAID stakeholders to better understand the design, casual pathways and
implementation conditions underlying promising program results.
• Identify and establish working relationships with national
and regional academic and research institutions which would serve as part of a
development learning and knowledge management community-of-practice.
• Establish a network of key stakeholders and organize
periodic opportunities for USAID to interact with representatives for the
purpose of improving learning and performance.
• Foster contacts with other USAID Missions and organizations
advancing similar programs to promote learning.
Qualifications:
• A minimum of 10 years of progressively responsible,
professional-level experience in organizational or action learning, development
and/or knowledge management.
• Master’s Degree or higher a field related to
organizational learning or development assistance.
• First-hand experience with monitoring and evaluation
activities within complex international development contexts.
• Demonstrated understanding and experience in developing
and leading knowledge management programs, facilitating communities of practice
and social networking, and knowledge of USAID’s Collaboration, Learning and
Adaptation (CLA) approach;
• Exceptional communications and interpersonal skills,
including written, in-person/presentation, and facilitation skills applied
within multi-cultural contexts.
• Oral and written communication and presentations skills in
English.
